Below is an (now considerably out of date) interactive map of the list of boroughs (much more up to date) that have adopted, or are in the process of adopting Merton Rule style policies. On the 8th of June 2006 Yvette Cooper, the Minister for Housing and Planning, announced that ‘Government expect all planning authorities to include policies in their development plans that require a percentage of the energy in new developments to come from on-site renewables’ so essentially the whole map should now be yellow (actively progressing), light green (included in draft SPD/ LDF) or dark green (fully adopted).

A spreadsheet with some of the data used to generate this map is attached to the bottom of the list of boroughs page.

How to use the map

  • Use the zoom bar on the right to zoom in and out
  • Use the mini-map at the bottom right to move around the country
Navigation Tips
  • Click and drag on the map to select an area to zoom into
  • Click anywhere on the map to centre the map on that area

UPDATE:  This map (and the list) previously reported that 49 boroughs had fully adopted Merton Rule type policies. However, this was an error on our part based on the misinterpretation on data supplied to us by the TCPA. All boroughs previously reported as having "Fully Adopted" a Merton Rule type policy HAVE fully adopted pro-renewables policies, but not necessarily Merton Rule type ones, and so have been removed from the list and/or moved in to the appropriate column. Apologies for any confusion caused.
