Yvette Cooper's Ministerial statement on 8th June announced that the DCLG (formally ODPM) will be reminding all Local Planning Associations that the Government "expects" them to develop positive planning policies for onsite renewable energy to reduce carbon emissions in all new major developments. The unique Policy to Practice Seminars, in conjunction with Regional Development Agencies, solarcentury, Sharp UK and the Town and Country Planning Association, provide information to help local authorities and the building services industry understand these latest renewable energy policies, project planning and delivery techniques. Specific case studies will be used to share best practice methods for delivering carbon reductions in the built environment from renewable energy and to help implement this policy, known as The Merton Rule. The Government is pushing forward local renewable energy schemes with the launch of its first ever Microgeneration Strategy in March 2006 which received a £50 million boost in the Budget. The Government are now looking at how the planning system can be adapted to accommodate renewable energy as the present system means long delays and can make even small schemes prohibitively expensive. This morning seminar, hosted by Bircham Dyson Bell, will present the findings of the DCLG review of the general permitted development order relating to the domestic installation of microgeneration. It will consider whether the proposals go far enough and what needs to change to enable renewable energy schemes to become widespread. The Government can have all the targets it likes but without changes to the planning system they will not be met. The following issues will be discussed:
